HIP-1249: Enhanced smart contracts on Hedera with precise throttling

HIP-1249 overturns Hedera’s gas throttle by replacing a 15M gas/sec limit with an OPS-per-second model that prices each EVM opcode, precompile, and system contract. This decouples billing from throttling, removes the 80% minimum charge, and preserves Ethereum compatibility while boosting throughput and reducing costs. Real-world tests show potential for higher TPS (Uniswap examples), enabling DeFi, enterprise apps, and AI agents to run more complex operations without code changes. Testing starts on testnet now.
